Computer specs:

Processor: 

intel i5, i7, or i9. Sub type should have 5 digits. The first two digits are the generation number. ie. i5-11400 is an 11th generation i5.

RAM Memory:  

16 GB is minimum. If 32 is not available or a lot of money, 16 should be good. Check to see if it is upgradable, in case we need it in a few years. 

Hard drive:

I recommend a solid-state drive. They are generally immune to the type of trouble you are having. They usually fail catastrophically but you should have good backups and this should not be a deal breaker. 

Everything else should be optional or standard. Just try to get a reasonable warranty and name brand. Dell, HP, Lenovo. 

They make business and consumer class computers. I recommend the business class. Business class is built for reliability and will have less junk ware installed that will need to be cleaned off.
